Which government on earth would ignore the plight of Boko Haram, Biafra, Niger Delta Region, etc and shift leadership attention to non-soluble/fertile peace driver and because of eminent weakness, revert to borrowed ideology of the west which is made for and failed in the west such as declaration of state of emergency and use of force on mobile forces, etc without negotiating and mediating core and other causes of the agitation and conflict.
British and other colonial masters applied the theory of divide and rule which comes with severe forms of war/conflict with bloodshed because when there is bloodshed the division and rectitude widdens and remains endless and victims die with renewed annoyance, anger and pains.
These parties and their regimes created civil war and the on-going religion, ethnic, political and other civil conflicts across Nigeria. In Nigeria the fruits of these conflicts are personal wealth for nigerian leaders, politicians and lawmakers, oil/gas companies and their foreign/domestic grantors and allies and finally impoverishment of the mass people of Nigeria.
Majority of the wealth looted and acquired by nigerians and foreigners is repatriated and landed in foreign financial institutions and nigerian looters and owners are variously killed to enable foreigners acquire the wealth or loots.
From the regional system of government to the time bomb called CREATION OF LOCAL AND STATE GOVERNMENTS to the emergence of warrior called LAND USE ACT OF NIGERIA. State and Local Government Area (LGA).
Under this irate imported construction of the unification theory of the federalism of Nigeria to brew ethnic or communual and larger or expanded civil wars/conflicts, partitions or creations of state and LGA are continually done under ethnic and political preferences with strong eyes on location and localization of oil/gas and other natural resources into the lands where their nigerian allies live to enable unchecked oil/gas and other natural resources exploration and exploitation.
